
CHARLES S. WEBB III
Mr. Webb attended Alfred University and Albany Law School of Union
University (LL.B. cum laude). In 1959, he was admitted to the New
York bar and is admitted to practice before the U.S. District Courts
for the Northern, Southern, and Eastern Districts of New York. Mr.
Webb is a member of the New York State Bar Association and the New
York County Lawyers Association.
Mr. Webb specializes in civil litigation, real estate, and condemnation
law. He further specializes in governmental regulatory litigation
and has a broad background representing state and local governments.
From 1959 to 1962, Mr. Webb was an Assistant Attorney General for
the State of New York. In 1966, he was counsel to the New York State
Senate Public Authorities Committee. In 1967 and 1968, he was Associate
Counsel to the Minority Leader of the New York State Assembly. In
1967, Mr. Webb was also counsel to the Second Vice-President of
the New York State Constitutional Convention, Counsel to the Speaker
of the New York State Assembly from 1969-1974, and Counsel to the
Minority Leader of the New York State Assembly from 1975-1978.
During his legal career, Mr. Webb has represented local governments
including the City of Watertown, County of Onondaga, County of Dutchess
and several towns and villages regarding state and local issues.
As Assistant Attorney General from 1959 to 1962, Mr. Webb specialized
in state appropriation litigation. He represented the State of New
York, the New York State Thruway, several State Park Authorities,
the Dormitory Authority of the State of New York and other State
agencies in eminent domain proceedings. During that time, Mr. Webb
tried to completion more than 300 matters in the Court of Claims
and New York State Supreme Court. From 1962 to the present, Mr.
Webb has represented both condemnors and condemnees in various other
states, including New Jersey, North Carolina, Florida, Illinois
and Connecticut, and has tried to completion at least another 500
eminent domain matters in courts throughout the United States.
Mr. Webb was appointed special counsel to the Watertown Urban Renewal
Authority in 1965 to represent the city in its acquisition of all
urban renewal projects. He was subsequently retained by the City
of Syracuse in the same capacity.
Mr. Webb currently represents the Dormitory Authority of the State
of New York for several of their acquisition programs on behalf
of the City University of New York. These acquisition programs,
among others, include Medgar Evers College and John Jay College
expansion programs. He also represents the County of Dutchess in
New York State and is available to other local governments on an
"as needed" basis. Mr. Webb presently serves on the New
York County Lawyer's Association's Eminent Domain section, as well
as the New York State Bar Association's Condemnation section. He
is a frequent lecturer for the New York County Lawyer's Association's
Eminent Domain section. In August 2003, Mr. Webb addressed the American
Bar Association's annual meeting, defending the rights of condemnors
in the condemnation process.
